Executive Order 14110 on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence is a comprehensive federal directive establishing AI governance policy across the United States government and economy. Signed by President Biden on October 30, 2023, the order creates binding requirements for federal agencies and establishes new regulatory frameworks for AI development and deployment.

The order establishes eight core principles for AI governance: AI must be safe and secure; promote responsible innovation and competition; support American workers; advance equity and civil rights; protect consumers; safeguard privacy; strengthen federal government AI capabilities; and enhance American leadership globally.

Key provisions include mandatory reporting requirements for developers of dual-use foundation models, establishment of Chief AI Officers across federal agencies, creation of the white-house-artificial-intelligence-council, and directives for new safety standards and guidelines through nist and other agencies.

The order addresses AI applications across multiple sectors including healthcare, transportation, education, criminal justice, and critical infrastructure, establishing sector-specific requirements and safeguards.

Revocation

Executive Order 14110 was revoked by executive-order-14179-removing-barriers-american-ai-leadership, signed by President donald-j-trump on January 23, 2025. The revocation order characterized Executive Order 14110's policies as "barriers to American AI innovation" and directed a comprehensive review of all actions taken under it, with instructions to suspend, revise, or rescind policies inconsistent with the new emphasis on American AI leadership and competitiveness.
