Standard scope exclusions

These items are never included in a WEA quote unless explicitly priced as a line item. Every quote carries the exclusions block verbatim; project-specific exclusions are added in a separate sub-section of the exclusions block.

Always excluded

  1. Rectification of pre-existing faults discovered once work commences. If defects in existing installations are uncovered (undersized neutrals, non-compliant earthing, unlabelled circuits, etc.), rectification is quoted as a variation, not absorbed into the current project.
  2. Network upgrades on the supply side of the metering point. These are coordinated with the DNSP (distribution network service provider) and charged at pass-through cost, separately itemised per gst-tax.
  3. Statutory fees — building permits, electrical licensing inspection fees, DNSP connection fees, and similar. Passed through at cost.
  4. Disposal of existing equipment beyond kerbside general waste. Dedicated waste-stream disposal (oil-filled switchgear, mercury-containing luminaires, asbestos-bearing insulation) is quoted as a separate line.
  5. Asbestos survey and abatement. If asbestos is identified or suspected on site, work stops pending the client's engagement of a licensed asbestos removalist. Standby time during this period is billable at supervision rates per pricing-labor.
  6. Builder's work — coring, drilling, patching, plastering, painting. WEA engages sub-contractors for any required builder's work; the sub-contractor's cost is a pass-through line plus 15% coordination.
  7. Structural works — trenching, concrete pours, fixing to heritage facades. Same treatment as builder's work.
  8. Telecommunications and data cabling unless specifically priced. WEA holds the cabler registration but prices data work as a discrete line item when in scope.
  9. Penetration fire-sealing beyond what is required to restore the wall rating we have cut. Additional fire-sealing work (e.g., sealing penetrations left by other trades) is quoted separately.
  10. Temporary site power beyond the immediate task. If the client requires a temporary supply to keep operations running during the works, this is priced as a separate line.

Project-specific exclusions

The preparer must consider whether any of the following apply to the specific project and either include them as priced lines or record them as project-specific exclusions in the quote:

  • Out-of-hours works (after 17:00 Mon–Fri, weekends, public holidays) — default to standard hours unless the client has specified otherwise.
  • Switchboard shutdown coordination with the client's operations team.
  • Commissioning witness attendance by a third-party engineer.
  • Post-installation thermal imaging verification.

Communication of exclusions

Exclusions are listed on the quote before the line items, in a visually distinct block. Burying exclusions at the back of the document is not acceptable — the client must see what is out of scope without scrolling through every line item first.
