Definition
Per Section 22757.1(b), a "covered provider" means a person that creates, codes, or otherwise produces a generative artificial intelligence system that has over 1,000,000 monthly visitors or users and is publicly accessible within the geographic boundaries of the state.

Obligations
Covered providers must:
- Provide free ai-detection-tools
- Offer manifest-disclosure options to users
- Include latent-disclosures in all AI-generated content
- Maintain licensing compliance for third-party deployments
- Collect and incorporate user feedback on detection tool efficacy
Privacy Protections
Covered providers are prohibited from:
- Collecting or retaining personal information from detection tool users (except opt-in contact information for feedback)
- Retaining submitted content longer than necessary
- Retaining personal provenance data from user submissions
