California Legislature

The California Legislature is the state legislature of California, consisting of the California State Assembly and the California State Senate. As the legislative body for the nation's most populous state, it has taken a leading role in AI regulation and technology policy.

The Legislature has enacted pioneering AI legislation including california-ab-2013-generative-ai-training-data-transparency, establishing California as one of the first U.S. states to directly regulate artificial intelligence systems. This positions California alongside Colorado in leading state-level AI governance efforts.

The Legislature operates under California's constitutional framework and has jurisdiction over state-level technology policy, privacy rights, and consumer protection measures that increasingly intersect with AI governance and regulation.

AI Transparency Legislation

In 2024, the California Legislature enacted the california-ai-transparency-act-sb-942, establishing comprehensive transparency requirements for generative-ai systems. The law, signed by the Governor on September 19, 2024, requires providers of large-scale GenAI systems to implement AI detection tools, disclosure mechanisms, and licensing compliance measures, with enforcement beginning January 1, 2026.
